A Study on the Internalization of Regional Negative Externalities during the Formation Process of Urban Agglomeration in China

Agglomerate effect and diffusion effect promote the formation and development of urban agglomeration,but cause regional negative externalities.Regional negative externalities restrict the integration of economic and social development among different cities in the urban agglomeration and result in a series of problems such as space depredation,pollution diversion,development deprivation and transfrontier pollution.This study analyzes the regional negative externalities caused by the population agglomeration in the core cities,the transfer of pollution intensive industries,the unlimited sprawl of urban spatial,the transfer and diffusion of pollution from peripheral cities and the change of correlation degree among cities.It also dissects the reasons which lead to regional negative externalities and gives some policy proposals to internalize the regional negative externalities during the formation process of urban agglomeration in China
