Abstract
Selection of leading industries and distribution of industrial complexes are essential policies to be made in national and regional industrial development. New born China marked by reform and open policy saw two periods in evolution of its leading industries and distribution of industrial complexes: first 30 yesrs when heavy industry dominated with the inner territory as the nucleus and next 20 years when light industry dominated with coastal areas as the nucleus. Based on the current industrial structure and regional industrial dfferences, this paper proposes that China adopt policy of balance between heavy and light industries, and between development of the West and elevation of the East.
