Abstract
The localization of government and market in social security system should be prior to the design of social security system and the choice of model.This article analyses the influence of each kind of institutional and environmental factors upon the relations between government and market the social security system;discerns the roles government and market play in social security system under different institutional environments;provides proposals related to the relationship between government and market.
