Abstract
The paper elaborates how to deal with some vital factors of the bidding documents and working on the standards of evaluation of bids. The main contents of this paper include the consistency of bidding documents and methods of evaluations of bids, technical bids, economic bids, the examination and appraisal of requirement of qualification and the orders of evaluation of bids, etc. Lots of rules of bids and evaluation of bids need to be perfected along with the development and internationalization.
