Abstract

Traditional public administration pattern, characterized by bureaucracy, has disadvantages of rigidity and inefficiency and lacks innovation. At present, the reform of new public management is being conducted throughout the West. Clearly, the research and using it for reference is significant for strengthening Party's governing ability construction, to change the old public administration pattern as well as improve administration ability and efficiency.
