Discussions about agricultural structural adjustment of modern agricultural industrial system in the Northwestern Hebei

Modern agriculture's industrial system is a mesh composite economic system composed of the relevant industry sectors and a number of related industrial chains.Modern agriculture's industrial system is based on the specific needs of market-oriented agriculture,and the corresponding center of agricultural production sector.There is a fundamental feature in the system.That is competitive advantage of agriculture and agricultural products based on comparative advantage,in which four aspects are mentioned,namely,the factors of production,demand conditions,related industries and supporting industries and modern industrial organization.There are two characteristics in agricultural structure of modern agriculture's industrial system.One is the formal characteristics,including agricultural regional specialization,agricultural industrial cluster and animal husbandry as an important production sector;the other is the functional characteristics which are divided into ensuring food safety,increasing the income of farmers,and providing public items.Based on the above-mentioned ideas,the paper analyzes the effectiveness of adjustment of agricultural structure over the past 30 years in northwestern Hebei Province,and presents two conclusions.Firstly,agricultural structure is becoming more reasonable because it promotes the growth of farmers' income.Secondly,agriculture has a good development tendency,and has regionalization and specialization of agricultural industrial system prototype.Meanwhile the paper evaluates the new demand conditions of agricultural structural adjustment,and comes to some conclusions.For example,more demand will be generated because of four reasons: the new location and infrastructure advantages,the need for healthy and security food,the natural resources changes and the multifunctionality of agriculture.From the factors of production,market demand,related industries and support industries,industrial organization,etc.,the paper puts forward the strategic objectives.In accordance with the requirements of adjustment of agricultural structure in modern agricultural system,the strategic objectives should,on the basis of present characteristic agricultural structure,pursue a market-oriented development and take into account the basic functions and the social function of agriculture so as to promote characteristic agricultural development and increase farmers' incomes.To achieve strategic objectives,our basic ideas should be based on professional division and centered on the agricultural production sector so as to realize agricultural specialization,standardization,intensification,integration and so on.The paper presents some measures of regional agricultural structure adjustment.First,more research and development should be encouraged for reinforcing agricultural technological system.Second,both characteristic agriculture and the multiple functions of agriculture should be carried forward.Third,to develop the industrial cluster,industrial system of characteristic agriculture should be supported.Fourth,the degree of organization of farmers should be improved by cooperatives,professional associations,and various forms of land transfer.
