Abstract

Planned economy and market economy are two contemporary major economic structures competing with each other. In the economic globalization since the end of the 20th century, market economy is nearly the only one. However, some left-wingers put forward the theory of new planned economy by taking advantage of rapidly developing information technologies. The new theory holds that planned economy is privileged so the former defects can be overcome and modern information technologies should be employed to revolutionarily change traditional planned economy so as to make it more objective and responsive.Generally, new planned economy still carries with Utopian concept and some essential defects. However, new planned economy reminds people that the market economy in the information age does not identify with new liberalism so people should combine market economy with macro adjustment and improve market economy by employing information technologies.
