Abstract
The significance of changing the system of private ownership into the main form of the system of public ownership lies in the realization of the compatibility of the system of public ownership and market economy. Both the system of public ownership and the system of private ownership need creativity in order to achieve the compatibility. The incompatibility in the practice of socialist market economy is mainly embodied by the plenomenon of inside control. However, with the better ment of the system of stock ownership, and the taking office of the real stock holder, an effective meclanism of insiderwill be formed and therefore the problem of the incompatibility of the system of public ownership and market economy will be solved.
