The models, problems and countermeasures in town managing community building:a survey of nine towns in Shanghai

Town managing community construction is a new area in community construction.Based on the research of nine towns in Shanghai,we found that there are four main models in Shanghai town managing community building,which includes: building community management center between town and neighborhood committees,building street office between town and community management center,building community management agency between town and community management center,building town social construction leading group between town and community management agency.The problems of the town managing community in Shanghai show in government management system and work system,community public service,community residents assimilation,community related support system.To promote town managing community building,and perfect managing and working system of town managing community,it is essential to set up a new co-government system in urban and self-government in community committees,establish community public service system and develop community social organization.
