Promoting the Transformation from the Big Population Country into the Strong Human Resource Country with the View of Scientific Development

This paper expounds that the human resource is the first resource for developing and enriching the country, and points out that in order to promote the transformation of our country from the big population country into the strong human resource country, we should give full play to the wisdom and the comparative advantage of the human resource of the Chinese nation, and work out and implement the practicable reform policies based on the view of scientific development.
