Abstract

The learning-oriented government aims to improve its administration and efficiency through the following means: the establishment of a good learning system, the creation of a good learning atmosphere, the acquisition, popularization and creation of knowledge for its final application in administration, The learning-oriented government can meet the needs of a knowledge-oriented society, the improvement of the government administration and legitimacy as well as the formation of a learning-oriented society.
