Dematerialization Analysis on Innovation Policy of Developing Circular Economy

China's 12th five-year plan imposes higher requirements for intensively studying on circular economy.The development of Circular Economy has become a way to practically change the economic growth pattern.With these three aims of regional Circular Economy development assessment,the low-level recycle utilization of renewable resources and non-benefit circular economy,based on analyzing the core contents of circular economy,a detailed analysis of the Circular Economy's key problems is made,dematerialization theory and method used,in this paper from the aggregate indicators' establishment in regional Circular Economy development assessment,the renewable resources' industrial development viewed from environmental pressure as well as the behavior choice of material recycling analyzed by transaction costs.In addition,some suggestions are put forward on the direction of policy innovation of developing Circular Economy in accord with our national situations,which will guarantee and improve the development of Circular Economy.
