Abstract
With the development of west regions in China, the economic and social development in Sichuan Province is tremendous: the colleges and universities in Sichuan Province have made great achievement in science and technology; the scientific and technological strength has been greatly enhanced; the transformation of scientific and technological achievements is outstanding. However, the transformation of scientific and technological achievements made in colleges and universities is constrained for some reason. Thus, it is necessary to co-ordinate the overall planning, to perfect development ideas, to facilitate the transformation of scientific and technological achievements made in colleges and universities and to accelerate the overall development.
