Abstract
When some environment of safety-critical system changes,there will be some changes in the safety policy to the certain critical equipment .This paper took the nuclear power control system as the example and studied a safety policy that based on FSM and realized it used QuO(Quality Objects).This safety policy could be used in other safety-critical system that be consisted of different safety-critical devices.
