A Re-discussion on Anti-dumping Measures

Abstract

In view of limitations of the existing anti—dumping measures,the author explains the necessity and rationality of the research.Analyzing various research fruits of anti—dumping measures achieved by scholars,the author puts forward the idea of anti—dumping passive subsidy,the new practice of which not only makes up for the shortage caused by current anti—dumping systems,such as determining whether it is dumping,or whether it harms consumers' welfare,or whether it allocates resources improperly,but also avoids abusing anti—dumping measures as trade protection. Then the author analyzes the conditions for passive subsidy and the expected results.Final conclusion of this paper is that anti—dumping passive subsidy is superior to anti—dumping tax.
