Study on Tariff Market Access of Cotton and Articles of Cotton

Abstract

In the Doha new round agricultural negotiation,cotton got much attention.From January 1,2005,textile trade quotas including apparel has been cancelled,and the textile trade has been fully under the WTO general bound rules.Therefore,it is necessary to study the WTO members's textile market access conditions.This paper analyzed tariff market access conditions of cotton and articles of cotton of WTO members.Firstly,discussed the tariff market access of cotton,and then analyzed the tariff level of articles of cotton and tariff structure.Research shows that cotton has obvious policy featureas as the inputs of textile.The WTO members are inclined to protect articles of cotton.The tariff escalation phenomenon means the harsh conditions of articles of cotton tariff market access.
