Suggestions to Improve Utility Policy of National Airspace Resource

Airspace is a rare resource.This paper,for the first time,discusses the utility policy of airspace resource standing on China's national policy.The main problems with China's airspace management are small proportion of airspace used by aviation transportation,large airspace interference existing between civil and military aviation,backward airspace structure.Suggestions for China's national airspace resource utilization are put forward,including enlarging airspace proportion and range used by civil aviation,adjusting airspace structure,establishing national air traffic management structure etc.
