Abstract
Law and are the twins of state and society administration: is the root of and is the insurance of morality. In the society, any state administration cannot just choose the singal mold of rule by morality or rule by law and they will adopt the administrative mold of pursue by law. The basic problem is what are the foundation and purpose of the administrative mold pursue by law because it will form different administrative molds of pursue by law which focuses on rulers' interest and right or on citizens' interest and rights according to different intentions and different purposes. Choosing and adopting the later one can get the possibility and realization to make legal administration promote the general cultivation and improvement of morality.
