Re-Understanding Safety Factors and Safety Management

Through the analysis and discussion of safety factors and safety management the problems in marine safety management,which are easily ignored,and their solutions are presented in the paper.It is reminded that the analysis and diagnosis of management problems in itself should never be ignored when human factors are stressed in safety management.The tasks of management itself are to give full play everybody's subjective initiatives,to arouse everybody's wisdom and activity and to control human's error effectively.It may have reference value for marine safety management.
