The Responsibility to Protect: The International Law Practice of Libya Issue

Since 2001,in which the international commission of intervention and state sovereignty published the report of The Responsibility to Protect,the theory of the Responsibility to Protect has caused widespread concern in the international community.After years of development,the Responsibility to Protect was richer in both its connotation and extension than humanitarian intervention.Six conditions should be satisfied before military intervention is contemplated.If applying these conditions to Libya issue,the legitimate of intervention against Qaddafi's regime should be questioned.
