Abstract
Our stable and rapid economic development requires resources,the basis of which must be placed domestically.Thus constructing a resource-saving society is the inevitable choice of long-term sustainable economic and social development.Early construction of such a society through controlling and reducing dependence on foreign resources is of great significance to our economic and national security.
