Abstract
The primary task of solving minority problems in the early stage of socialist construction in China was to develop social productivity; to shorten the gaps between economy and social development; and to realize an economic prosperity in minority - living areas. Since the Third Plenary Session of the 11th Conference of Chinese Communist Party, Chinese government has paid great attention to the gaps between developed areas and those areas where minorities live. The government has realized that the key solution to minority problems is the development of economy in those minority - living areas. Since 1990s, the government began to carry out the policy of a harmonious development in different regions and one such example was the practice of developing the western areas of China at the beginning of the new century.
