Bureaucracy: Peril and Overtaking

With the reform in public management in China, we should study bureaucracy seriously. Bureaucracy was put forward by Marx Wiber and other scholars. It is a classical way of management and has been going rather well in public management in different countries. But with more practices in public management in each country, it reveals its shortcomings in different ways, and it is therefore criticized. We are now reviewing bureaucracy but our purpose is not to refuse it completely, but adjust it to serve the public management better.
