To Fulfill the Up-to-date Industrial Policy Based on the Comparative Advantage of the Elements and Links

Attracting large-scale foreign investment,developing export-oriented industrialization,accelerates the adjustment of economic structure,promoting industrial upgrading and enhancing international competitiveness,and thus gradually occupying a favorable position in the structure of world trade,which is an important way for the developing countries integrating into the global division of labor and achieving the transformation of the development mode.Based on reviewing and summarizing Japanese industrial policy implementation process,this paper elaborates the necessity of present China to design new industrial policies to construct industry advantages,and further pointed out that in the current global division of labor is increasingly adjust,Chinese enterprises continuing commitment to enter the main division of the level of economically developed countries and the level of competition in the club's context,the new industrial policy should be based on the comparative advantage of the elements and comparative advantage in part to build the entry point for the implementation of industrial policy and the end result should be around the existing industrial the comparative advantages of the development process of the formation of the elements and the comparative advantages of links to design.Further with the help of the structure of the input-output model decomposition technique to build economic indicators to characterize the development trends and changes in the law of comparative advantage of China's industrial elements and comparative advantages links from the multi-dimensional,the foundation conditions for the construction of new industrial policy.
