Abstract
In recent occasions, when it comes to the means of managing a country, Jiang Zeming puts equal attention on both rule by morality and rule by law , which is supplement and improvement of rule by law in the fifteenth party conference, as well as Marxist Party Theory. Based on the connotation of morality, this paper considers that in the primary stage of socialism, the implementing of rule by morality should hold water both in theory and practice. The paper makes further statements that when managing a eountry, leaders management is in the first. It is not only the historic mission of the Chinese Communist Party, but also the requirement for the perfection of the market economy.
