civilization is a cultural entity,culture is the most fundamental things of civilization.Culture can be seen on the level of a country,a nation or civilization of a society.That culture is a fertile ground for civilization,civilization is the crystallization of culture.Culture produce civilization,but civilization produced a new culture.Cultural environment,there can be no civilization.Cultural diversity is an objective reality,it marks the coexistence of different ethnic groups.Because the biggest culture,the most direct is the national carrier.For China,Chinese culture is not a single national culture,she is the culture created by all nationalities.Therefore,she does not need different levels,but not allowed to draw level.Must be recognized that culture is the way of national survival,but also the spiritual home of different nationalities.
