Abstract
In current planning cities and towns system, to calculate the scale distribute of cities and towns, the traditional methods have obvious shortages. In this paper, fractal theory and Zipf Model are used to analyze the fractal features of the size distribution of cities in Hunan Province, and the result shows that the city-size distribution is changed from a single-fractal structure to a bi-fractal structure in Hunan province in nearly years, and which is also more balanced. Other problem is the scale of the first city and other big cities are too small. in the last, some suggestions are put forward.
