On Developing Democracy within the Party and Guaranteeing Democratic Rights of Party Members

To develop internal democracy and guarantee democratic rights of Party members are major tasks for strengthening the construction of the Party and improving the Party's governing capability in the new era.Guaranteeing the democratic rights of Party members is the foundation for developing democracy within the Party.From the founding of the Communist Party of China to its 16th National Congress,every growing step of the Party is closely related to the development of the democracy and the protection of Party members' democratic rights.At present,there are still some problems in guaranteeing the democratic rights of Party members.We should start with an overview of Party building,aim at the existing problems,further open our mind,make innovations in a pioneering spirit,take powerful measures,and endeavor to establish and improve the guaranteeing system of the democratic rights of Party members.
