On the Function of Administrative Procedures:From the Perspective of the Administrative Process Theory

From the perspective of the Administrative Process Theory,administrative procedures can be regarded as constituting a part of the administrative process.Compared with the system of administrative process,administrative procedures have a series of functions to adjust the system,including the promotion of the administrative process of democratization and rational,rule of law,and so on.At the same time,administrative procedures can not be ignored with some dysfunctions,including the detachment of value,the alternation of technology ethical,the shift of responsibility,etc.These dysfunctions are included in the general administrative procedures,tend to undermine the balance system of administrative process,and impact the construction of the administrative due procedure.
