Abstract

New Economic Policy of Lenin was advanced on the background of failure of wartime communist policy. Its main content includes taking the place of the system of collecting residual foodstuff with foodstuff tax, utilizing market to develop business and free trade, and utilizing capitalism especially state capitalism as intermediate to socialism. As to Socialism of Chinese Characteristics, this policy has great significance: To realize the people's essential interest is the springboard of socialist construction; Socialism should go on with its reform; To understand the situation of China correctly is the premise of socialism.
