On Well-off Society and Social Security Construction

The 16th Congress of CPC has formulated the targets for building a well-off society in an all-round way. A well-off society has not only the economic target, but also the social, political and cultural ones as well and a sound social security system is indispensable to a well-off society in an all-round way. Although some achievements have been made in the construction of the social security system in China since she adopted the reform and opening-up policy, problems still exist, such as duality of the social security system, regional imbalance in development, imperfections of the legal system, inaccurate base for the collection of social insurance funds and unreliability of the source of such funds. So it is imperative, in the period of building a well-off society in an all-round way, to speed up legalization of social security, raise and accumulate social security funds from various channels and actively build the social security system in the countryside.
