Review of Government Information Release System of Sudden Marine Oil Spill——Centered on the Oil Spill of Penglai 19-3 Oilfield

Due to the lack of national plans for major oil spill contingency of petroleum exploration and development, the marine oil spill emergency response mechanism was not initiated in the disposal process of Penglai 19-3 Oilfield oil spill, making governments at all levels speechless on the information release of the spill. Although State Oceanic Administration, as the regulatory authorities of offshore oil exploration and development, started the non-normative oil spill contingency plans for this incident, it could not provide timely, accurate and complete release of environmental information for the oil spill based on the requirements of Emergency Response Act.
