Abstract
The framework of C4ISR is divided into observing, information fusion, command, and communication by using extended CECA cognitive model. And C2 organization is viewed as the coupled network of information network and command network. The situation model of CECA loop is represented by information network, and conceptual model of CECA loop is implemented by command network. It receives the information flows of the platform and receives information flows and command flows from other platforms, then observes events, receives information flow, fuses information and executes decision.
