On the Development of Small Cities and Towns

Developing small cities and towns is a major strategy for China. Giving full play to their conglomeration, pivot and tractor effects will speed up the transformation from dual economy to single economy and from traditional mode of production and life to modern mode of the rural economy. In developing small cities and towns, we should stick to the basic orientation toward industrialization and modernization, cultivate and strengthen industrial support, mould economy with characteristics, dredge channels of circulation, reform traditional systems and policies, and eliminate barriers to the harmonious development of city and countryside.
