Comprehensive Evaluation of Low-carbon Economic Development in Hunan Province

Low-carbon economy is a kind of new mode of economic development in the global climate change and energy crisis and it is the basic requirements for the harmonious development between man and nature,and it is also the inevitable trend of the future economic development.This paper describes a low-carbon economy in the theory and practice of Hunan Province on the basis of a low carbon economy,focusing on the establishment of low-carbon economic development level index system.The paper analyzed not only from a longitudinal analysis of five time points of low-carbon economic development level between 1995-2008 in Hunan,but also compared the low-carbon economic development level of each prefecture-level city in Hunan Province. Through the comprehensive analysis and comparison,the paper explored the rationality of building a low-carbon economy evaluation system,and finally proposed some countermeasures for existed problems in the development of low-carbon economy of Hunan province.
