Abstract
IMF's weighted voting system, majority voting system and negotiation voting system are all having the problems of money hegemony. The developing countries are in the margin in international monetary affairs. The developing countries have made great efforts to change this unequal situation, and succeeded to some extent. To make an essential change, there are three options: establish a group voting system, increase the number of basic votes, and adjust and clear the voting share distribution, but these three choices are all with some dilemma. From a long-term point of view, developing countries must take some macro strategies.
