The construction of a nation by law requires all-sided and practical progress of administration by law and the construction of a government by law.Therefore.efforts should be made to overcome misunderstandings in concept and practice,to scientifically delimit and strengthen government responsibilities and perfect the legalization of government responsibilities as well as to strictly implement the responsibility rules of administrative execution and strengthen an all-sided supervision mechanism of administrative power,so as to ensure an incorrupt,diligent,practical and efficient government and prompt the government to protect civil rights.
