On the Protection of Rule of Law to Build Innovative City

Abstract
Under the background of building innovative country,building innovative city is the inevitable path.The rule of law is an important guarantee for innovation and also for building innovative city.The paper first defines the basic concepts and features of building innovative city,then makes some analysis of the demands which include:the rule of law creates innovative environment;the rule of law determines the innovative system;the rule of law stimulates innovative people;and the rule of law protects innovative achievements.And finally the paper gives some suggestions from the four aspects:law-making,law enforcement,administration of justice and legal awareness.
