Abstract

The large-scale exploitation of mineral resources will inevitably result in serious resource-value loss on the account of that the coal and other mineral resources are exhaustible.We estimated Shanxi's resources-value loss during 1993 to 2010 due to mineral resources exploitation with the adoption of the revised User Cost method,founding the severe wastage of Shanxi resource value and uncompensated exhaustible resource value.As a consequence,it is suggested to change of mineral resources compensation for resource depletion subside and to improve the level of exhaustible value compensation; to set up the mechanism of mineral resources compensation in order to balance the interest relationship of areas and generations; to reform the allocation proportion of exhaustible subsidy between the central and local governments for the sake of improving the level of local exhaustible compensation; to make the exhaustible subsidy used for special purpose based on the structuring effective mechanism of resource intergenerational wealth transfer and transformation.
