Abstract

During the 1970s and 1980s China and the Soviet Union both entered an important historic period .In late 1978 the Chinese Communist Party represented by Deng Xiaoping made the major strategic decision to introduce economic reforms,to enliven the domestic economy and open up to the outside world,thus opening the curtain on China′s reforms.In March 1985 Mikhail Gorbachev was elected secretary general of the Soviet Communist Party,opening the way for the Soviet Union′s reforms.Practice showed that China was correct to make agricultural reform the break through point of reform,and it lead to earth shaking changes in China while also encouraging the abandonment of traditional thinking and playing an inestimably important enlightening role.But Gorbachev chose industry reform as his break through point;this led to sharp conflicts with economic structure adjustment,having far reaching negative effects on the whole course of reform in the Soviet Union.
