Abstract

As a completely new development idea and strategy,the profound philosophical foundation of scientific outlook on development is historical materialism.Based on the basic principles of historicalmaterialism,scientific uutlook on development further implements and perfects the scientificity of social development,manifests the value of Chinese social development adequately, establishes the new world view and methodology of social development combining scientific doctrine with value doctrine.Therefore, the advancement of scientific outlook on development lifts the theory of social development of historical materialism to a new stature, and is an innovation and development of historical materialism in the new times.
