Abstract
Through analyzing outpatient expenditure and the situation of patients self payment fee after Shanghai medical insurance system implementation. To illustrate the positive effects of this system. Following medical insurance system reform development, it should be consider vulnerable population. At same time hospital should enhance management to those self payment patients.
