Abstract

Environmental impact assessments of planning and programs are the expansion and extension of strategic environmental assessment.According to study and practice of environmental impact assessment of planning,the differences and connections between environmental impact assessments of water resources planning and water conservancy projects,in terms of initial time,range,period,method, measure and target,are analyzed.The drawing-up procedure and the assessment content of environmental impact assessments of water resources planning are presented.Based on the characteristics of water resources planning,the assessment method and procedures are discussed as well as the index system,which is important to making water resources planning more scientific.
