Abstract
The theories of western democracy and Chinese man-orientation have a long history. Both represent the greatest political ideals respectively. According to the facts that many scholars confuse the two concepts in recent years, this paper discusses the similarities and differences between politics and administration, democracy and man-orientation from the angle of power's nature, and brings forward the concept that democratic politics and man-oriented administration make up of power circuit. Based on the ideas and together with Chinese traditional thoughts of man-oriented administration, this paper discusses the functions and ways to strengthen democratic politics and man-oriented administration through administrative ethics.
