Abstract
The level of technical innovation is the key factor of improving the total strength and competitiveness of equipment manufacturing industry.On the basis of clarifying the status quo of overall technical development and the problems which the equipment manufacturing industry in Liaoning Province faces in the scientific and technological innovation,the relationship between technical upgrading and scientific and technological innovation is analyzed systematically,the combination model of technical upgrading and scientific and technological innovation is established.The combination countermeasures of technical upgrading and scientific and technological innovation of equipment manufacturing industry in Liaoning Province are proposed from the perspectives of government and enterprises,and the combination effect of them are analyzed.
