Abstract

Form the angle of history and development,there is no unchangeable ration of State Owned Enterprises as a final goal.A special status as SOEs enjoy in national economy,it is not a form of enterprises that can be applied to most enterprises.The long term goal of reform in SOEs is to classify a few special enterprises as SOEs and entitle them the unique function to solve special economic or social problems,leaving common social production activities to the Non state Owned Enterprises of various types.
