Abstract
According to the telecom management network (TMN) model, a design for the network element management is put forward in this paper. The system consists of five functions: the system monitor, the performance analysis, the handle, the fault management and the access interface. In order to improve the network management and the network efficiency, the system resorts to the reasonable design of the system framework and the communications between the Network Element (NE) manager and NE Agent to build a good system, which can detect, control, manage the NE and offer a friendship interface for the managers to improve the network management.
