The important researching task of the Industrial Clusters is the relationship between clusters and innovation,its core is the interactive conection between the industrial clusters and the technology innovation.By analysizing tacit knowledge theory of industrial clusters' technological innovation and innovation environment theory of industrial clusters,The article come out a conclusion as follow;tacit knowledge is the more important knowledge resource for industrial cluster,and it is an indispensability variable that industrial cluster' technological innovation become successful.and meanwhile.Environment is an important milieu that innovation depends on,and the result of innovation process is the form of industrial clusters.
