On the Build of a New Rural Social Endowment Insurance System in the View of Urban-rural Integration

A new rural social endowment insurance system has experimented throughout China,and will have covered all rural residents of the right age by 2020.The main issue is that there is not a new,national and relatively-unified rural social endowment insurance system.Various trials will broken the integrality of the rural social endowment insurance system at national level,and multiply the difficulty to improvement of unified accumulation,transfer of endowment insurance,and the build of the Urban-rural Integration of the social endowment insurance system.In order to avoid the break of social endowment insurance system,and to carry forward the healthy development of the new national rural social endowment insurance system,this paper analyses and summarizes the current various trials and models of the rural social endowment insurance system at levels and its prominent issues,tries to break dual structure of urban and rural of the current social endowment insurance system and builds a new rural social endowment insurance system at national level which covers fulltime peasants,peasants of land acquisition,townsfolk and other professionals and coordinates the current urban social endowment insurance system,meanwhile reflects the differences between urban and rural,of regions,of identities and of individuals.
