Abstract
License condition plays a key role in license system.License condition,which is the highest requirement for applicant to get a license,should be established not only to be lawful in form but to balance public interests and private interests.So it is the duty of the administrative organs to evaluate the license items and their conditions periodically under the principles referred above.
